Without any idea of your budget.. it's really hard to offer advice/suggestions....
However, as a general tip:
Buy Kontakt either as a stand alone app or as part of the Komplete package...
Then you will have access to all the various different 3rd party Kontakt Libraries that you could purchase..
Here are just three examples....
LASS - One of the best String Libs out there...
Spitfire's amazing Orchestral collections....
Cinesamples orchestral stuff....
...and so on.... (Including Project Sam that you mentioned)
However, while Kontakt itself is reasonably priced...none of the high quality 3rd party libraries are cheap as you will discover.. hence my question about your budget....
Additional:
Personally I have found the EastWest Play range very good but on a Mac.. not very efficient and the play engine tends to be a little unstable... so I recommend using Kontakt libs over Play stuff... when using Macs...
VSL is excellent.. but not cheap at all..... and its dedicated to their own samples and not 3rd party stuff...
Again it's down to your budget.... and your needs.. and what sounds good to you.
